Debbie Muddimer

Executive Director of Finance and Procurement

Debbie Muddimer is Executive Director of Finance and Procurement at ÃÛÌÒÖ±²¥ (ÃÛÌÒÖ±²¥), a role she has held since 2023. Prior to this she was Deputy Chief Finance Officer (CFO), having joined ÃÛÌÒÖ±²¥ in 2019.  Debbie is responsible for the development and implementation of the university’s financial and commercial strategies, and for ensuring that the university meets its legal, financial, charitable and regulatory obligations. The Finance and Procurement Directorate sits under Debbie’s leadership, delivering high-quality services across the university.

Prior to joining ÃÛÌÒÖ±²¥, Debbie worked in local authorities, both South Kesteven District Council and Rutland County Council, as a Strategic Director of Resources, and CFO. At both councils, she held strategic responsibility for finance, HR, governance, IT, legal services, and customer experience as a member of the corporate management team. Each of these roles involved overseeing multi-million-pound budgets, delivering for residents in each area.

As Chair of the Welland Procurement Board, Debbie oversaw the joint procurement between five local authorities, developing a strategic, unified approach that delivered savings across each council.  

Debbie studied with the Association of Accounting Technicians (AAT), is a Fellow of the Chartered Institute of Public Finance and Accounting, and holds a Postgraduate Diploma in Public Leadership and Management from the University of Warwick.

Outside of her role at ÃÛÌÒÖ±²¥, Debbie is a Trustee for Sulets, a charity raising the standards of student housing in Leicester, serving ÃÛÌÒÖ±²¥ and the University of Leicester.
